Abstract

This paper examines the initial activities for urban revitalization process at the historic district of Barcelona. There are two planning instruments for implementing integrated urban regeneration programs: Special Plan for Urban Reform (PERI) and Area of Integrated Rehabilitation (ARI). PERIs were established in three different districts in the historic center in 1985 which have been effective even today, and they included urban design projects mainly conserving its historic buildings or demolishing slum blocks in order to create public spaces. Area of integrated rehabilitation was designed as a platform for consensus and a mechanism for the coordination of programs between city council, private company and inhabitants. A mixed company (PROCIVESA) was set up allowing the entry of private capital to foster the rehabilitation activities. © 2003, The City Planning Institute of Japan. All rights reserved.
