Abstract

The aim of the work is to analyze the trend characteristic for the last decade of combining the registration and accounting of real estate in a single registration and accounting (information) function of land management. Methodology. The study is based on such methods as materialistic dialectics, historical, logical, functional and systemic methods, as well as formal legal and comparative legal approaches. The legislation in the area is analyzed on this basis, and the opinions of specialists regarding the new statutes are given. The set of methods allows to consider both the positive aspects of the idea and the problems of its implementation. Results. The analysis resulted in the concept of merge records the two directions of a single function that solves the task of creating a full, open and relevant federal information resource that allows to implement all other functions of land administration and land policy of the Russian Federation. Conclusion. The following recommendations are provided in conclusion to optimize the implementation of the function: to improve the technique of legislative regulation of rights registration to real estate, as well as to create an effective legal mechanism based on the technology of information exchange at the level of state databases, that allows to realize the idea of transferring the public administration functions in electronic form, and thereby to improve the quality of public services provided to the population.
