The article analyzes diffusion as a source of international policy convergence. Scholars have demonstrated the existence of processes of diffusion in a range of policy fields and named a variety of determinants of diffusion in their studies. Building on such studies, the objective of this article is to identify determinants of diffusion that are relevant across the various policy fields. In pursuit of this objective, the article draws on insights from research on diffusion as well as the policy transfer literature. Based on a theoretical framework derived from these two approaches, the article explores the role of cognitive filters, international organizations, and non-state actors in diffusion processes in economic, gender and environmental policy and politics.
