Chapter 1 summarized some basic results in fluid mechanics, and Chapter 2 presented Fourier analysis tools for describing turbulence. We have not yet dealt with the physics of turbulence. We begin to do this in this chapter, by presenting a version of Kolmogorov’s qualitative theory, pointing out both its importance and its vagueness, and laying the groundwork for the developments in later chapters.
