Abstract

Many improvements have been registered in the field of human rights since the ratification of the European Convention of Human Rights by Monaco. However, there still remains numerous blind spots maintained by the principality thanks to the cumulative game, the margin of appreciation granted to states, reservations and the non-ratification of a certain number of additional protocols, particularly the first dated March 1952. In many ways, the Monegasque Rock represents an oddity, a pebble in the Council of Europe’s shoe.
