Abstract

This chapter addresses progress made by Vietnam’s higher education sector over the past 30 years in the areas of governance, management and quality assurance. Over the past decade, relatively significant progress is evident in the implementation of quality assurance mechanisms. Regarding governance and management, however, the achievement of progress has been remarkably slow-moving. Though reform aspirations are frequently expressed, a culture of centralised control remains remarkably resilient.
