Full andflaw-free evaluation of the health impact of water and sanitation projects can be extremely time-consuming and costly. It is argued that this type of evaluation is not always necessary. A Planning Matrix approach is presented which specifies, for each stage, the resources available, the activities to be undertaken and the outputs and effects to be achieved. © 1993 Taylor & Francis Group, LLC.
