This article seeks to analyse how the RGPP is being conducted by examining its objectives, methods and accountability. It formulates the hypothesis that the RGPP Programme Review is more than just a process for achieving budget savings, for it also constitutes a process of reform and modernisation of the administration. It also shows how the RGPP seeks and manages to be more effective than past efforts at reform, and how it displays certain limitations in terms of its methods and accountability. © E.N.A..
