Abstract

This paper analyzes the progress and challenges regarding the implementation of the Programas de Desarrollo con Enfoque Territorial (PDET), which are transversal components of the Reforma Rural Integral (RRI) (Comprehensive Rural Reform), chapter 1 of the Acuerdo Final para la Paz (Final Peace Agreement) signed between FARC-EP and Colombia in 2016. To this end, Colombia’s legal developments and public policy are considered in the context of the implementation of the PDET, in order to assess what are the contributions and challenges of these instruments and their relationship with territorial peacebuilding. In this way, it was found that the PDET suffer significant delays in their implementation as a result of failures in the articulation between state entities and public policies of national and territorial level, and problems in terms of budget availability and fiscal sustainability that do not allow their proper implementation. This paper employs a qualitative methodology with an exploratory-descriptive approach, using record-keeping as the main research method through the implementation of a record-keeping matrix.
