Throughout the 1990’s, the improved access and greater effectiveness of early warning have been fundamental issues leading to the accomplishment of the IDNDR objective: the reduction of loss of life, property damage, and social and economic disruption caused by natural disasters, through concerted international action, especially in developing countries.
