This chapter describes the characteristics of the national governance of Research & Innovation (R&I) policies. Here the author reviews the diachronic evolution of national R&I instrumentation. By locating policy design choices in the broader national historical and political context, the chapter illustrates the political process leading to specific instrument mix configurations. Moreover, it discusses the evolution of national R&I policy design considering the different configurations of internal and external actor coordination practices. Finally, an extensive appendix discussing the characteristics of different instruments is provided. Here the mixes are described in greater detail according to the proposed policy instrument typology presented in Chap. 2.
