Abstract

Resilience has become a central paradigm of security policy. At the end of the 1990s, resilience was brought into play by the UN as a key guiding principle for the reduction of natural disasters. In Great Britain, the entire natural disaster planning was restructured with the stipulation of resilience, and comprehensive security programmes for cities were being developed under a ‘resilient cities’ guideline.
