Abstract

In times of growing unemployment, it must be an economic and political goal to encourage self-employment. Foreign workers and employees in Germany are particularly affected by the economic recession. Easier procedures for gaining citizenship could especially help young and dynamic foreign workers to open up a small business in market niches. It is only small business that creates the so much needed jobs. There are good chances that the goal of 300 000 foreign self-employed and small business ventures can be achieved by the year 2000, since already in 1994 270 000 foreigners in Germany were self-employed or working in small-scale foreignowned companies.
