The braille corner service in Malang City is caused by the absence of public libraries that provide net disability friendly services to 39 District / City public libraries in East Java. The lack of a variety of Braille books. The unavailability of library services for net disabilities based on technology. The absence of inclusive library services to foster self-confidence for net disabilities. The Malang City Library makes a new service, namely Braille Corner Services. This study analyzes the implementation of innovations that are present to meet the needs of net disability in the field of literacy. The theory used is the Everett M. Rogers Innovation Characteristics. As well as analyzing supporting and inhibiting factors. This study uses descriptive qualitative methods of data collection interviews, observation, and literature. The results of the study show Lapobra's first innovation, the pioneering relative advantage and innovator in providing public library services for net disabilities. Second, compatibility has not been in accordance with the needs of net disabilities today which are available using gadgets and technology. Third, the complexity of governance is complicated, there is no book reference number, it is not equipped with how to use guidelines, and there is no dominant sign along the entry point. Fourth, trialability has never been tested and lacked socialization. The process of socialization by contacting the SLB, the Rehabilitation Institution, the Foundation, and the net disability association. Fifth, innovative observability is only in terms of providing and pioneering services. If it is viewed from the sustainability of innovation, it is still lacking. Innovation in Braille Corner Services was assessed using 5 Innovation Characteristics According to Everett M. Rogers, the results could not meet compatibility and trialability indicators. The inhibiting factors are the risk aversion culture, excessive dependence on high performers, long-term budget plans, administrative barriers. Supporting factors are service systems, institutional capacity, presence and continuity of resources.
