This paper examines the legal liability that governmental agencies have when they manage urban trees along their streets, parks, and public lands. Several recommendations are made so these agencies can reduce their liability through good management and maintenance programs. Court cases, where cities were found negligent because of falling branches or entire trees, are discussed.
