Taking the target audience into consideration when evaluating public policies is essential. Whether it concerns a quantitative or comprehensive approach, awareness of the target audience for public policies - including their characteristics, the manner in which they take ownership of the public offer and the resulting consequences - is a fundamental element of the analysis. The manner in which the public itself is taken into consideration has been split into two groups: on the one hand, the target audience for the policy or evaluative approach in question, and on the other, the non-target audiences for a policy's outputs. © E.N.A.
