PELAKSANAAN CHILD RIGHTS PROGRAMMING SEBAGAI UPAYA MEWUJUDKAN PERLINDUNGAN TERHADAP HAK ANAK DAMPINGAN DI YAYASAN ALIT SURABAYA

Abstract

Abstrak Perlindungan anak dapat dijadikan tolak ukur peradaban suatu bangsa. Demi kebaikan masa depan dan peradaban bangsa, perlu dilakukan usaha perlindungan anak sesuai dengan kemampuan masing-masing. Oleh sebab itu, perlindungan anak harus diusahakan dalam berbagai bidang kehidupan baik bernegara maupun bermasyarakat. Yayasan ALIT Surabaya dalam upaya mewujudkan perlindungan anak adalah melalui salah satu programnya bernama Child Rights Programming. Penelitian ini bertujuan untuk mengetahui pelaksanaan dari Child Rights Programming sebagai upaya mewujudkan perlindungan terhadap hak anak dampingan di Yayasan ALIT Surabaya. Penelitian ini menggunakan teori implementasi kebijakan Merilee S. Grindle. Metode dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa pelaksanaan Child Rights Programming Yayasan ALIT Surabaya berlangsung dengan baik melalui beberapa proses atau tahapan, (1) Tahap pengorganisasian modul kegiatan (2) Tahap sosialisasi kegiatan dilakukan dengan reach out kepada target grup (3) Tahap pelaksanaan kegiatan dilakukan dengan kegiatan edukasi dan pelatihan kepada target grup (4) Tahap monitoring dan evaluasi kegiatan dilakukan dengan intervensi kepada target grup dan evaluasi setelah kegiatan berlangsung. Yayasan ALIT Surabaya dapat merealisasikan Child Rights Programming melalui kegiatan edukasi dan pelatihan yang bertujuan untuk membantu anak dampingan memeroleh hak mereka diantaranya hak untuk mendapatkan perlindungan melalui pelatihan Perlina (Perlindungan Anak), hak untuk berpartisipasi melalui kegiatan Kelas Merdeka Belajar, hak untuk tumbuh dan berkembang melalui kegiatan pengembangan life skills serta minat bakat, dan hak untuk mendapatkan kelangsungan hidup melalui kegiatan forum orang tua anak dampingan. Kata Kunci: Program Hak Anak, Perlindungan Anak, Anak Dampingan Yayasan Alit Abstract Child protection can be the benchmark for a nation’s civilization. For the good of the future and nation civilization, it is necessary to protect children according to their respective abilities. Therefore, child protection must work in various fields of life, both in the state and society. Surabaya ALIT Foundation’s effort to realize child protection is through a program called Child Rights Programming. This study aims to determine the implementation of the Child Rights Programming effort to obtain the protection rights of assisted children at the Surabaya ALIT Foundation. This research uses Merilee S. Grindle’s theory of policy implementation. The method in this study is a qualitative method with a descriptive approach. The results showed that the implementation of the Child Rights Programming of the Surabaya ALIT Foundation went well through several processes and stages, (1) The activity module organizing stage (2) The activity socialization phase was carried out by reaching out to the target group (3) The activity implementation phase was carried out with educational and training to the target group (4) The monitoring and evaluation phase of activities is carried out with intervention to the target group and evaluation after activity takes place. Surabaya ALIT foundation can realize Child Rights Programming through educational and training activities aimed at helping children obtain their rights include the right to protection through training of Perlina (Child Protection), the right to participate through Independent Learning Class activities, the right to grow and develop through life skills development activities and talent interests, and the right to survival through assisted children parents forum activities.
