The biggest change of the information society in the public sphere is to provide tools that allow a citizen to be active in the search for information, because he can participate in the construction of information and thus be active in the process of accounting a democratic course for his country, state or city. The aim of this paper is to analyze citizen participation via web in Brazil by analyzing the Webcidadania. This article contains: a review literature on virtual public sphere; an exploratory case study on the movement of webcitizenship in Brazil, and a classification of the cases according to the characteristics of the networked public sphere. The article highlights and aims to test the concept of a public sphere related to the use of new technologies that allow citizens to participate actively in the public sphere and thereby generate impact in the public administration
