Abstract

This case study explored the extent to which the NCE has affected India's effort to achieve Education for All by looking at various factors such as India's political context, the NCE's scalar relations, knowledge production, and internal and external power relations. The analysis shows that all these factors are strongly related and that through the complex processes of critical reflexivity and strategic learning, the coalition is able to make strategic choices on how to bring about longterm policy change.
