Abstract

Bidding has been used as an optimal means in selecting investor of build, operate and transfer (BOT) projects in recently. An accurate evaluation on bidders is the key point of a successful bidding. However, evaluation on bidders is a tough and comprehensive work and the result of the evaluation is always affected by evaluators' understanding on standards set for evaluation, evaluators' expertise, experience and preference. In this paper, a hybrid and rough sets based method is presented to facilitate the discretization for continuous attributes and feature selection in evaluation. After a quick review on basic notions of rough sets, general procedures of the method are illustrated by an example, which shows the method's validity. © 2005 by International Federation for Information Processing.
