Abstract

Developments towards stronger coordination and networking at the regional and local level can be observed in the German education system since the mid-1990s. This applies to forms of cooperation between schools and youth welfare or local structures, which include further continuing education in the context of regional development, district and neighbourhood-based education or the transition from school into vocational education or work. In recent years, approaches that place the municipality at the centre of regionalisation strategies have increased in number. One of the most extensive of these types of approaches is the programme “Learning Locally�? (Lernen vor Ort) from the Ministry of Education and Research. This chapter seeks to identify the regulatory areas for municipalities that typically ensue when integrated municipal education management is to be developed.
