The 1998 peace agreement failed to comprehensively deal with the legacy of the conflict. In 2007 Secretary for State Peter Hain set up a Consultative Group on the Past (CGP) to develop a mechanism for dealing with the past. Chapter five finds that it consulted widely and used its report to highlight others recommendations and work. The chapter also highlights the effects of its vague remit and the low-level international involvement on its work.
