Abstract

The paper presents a review on existed approaches to e-participation assessment with the focus on indicators and proposed metrics. A research on the applicability of international tools for e-participation evaluation to the Russian context has been conducted. The focus of the analysis was concentrated on the Russian legislator documents that determine e-participation development. Based on the normative base study, a comprehensive research of international techniques for assessing the progress in this sphere has been developed. The researchers determine 10 spheres to be evaluated in accordance with stated goals and targets, and 5 international tools for e-participation evaluation reflecting different specific of the research phenomenon. The research revealed the necessity of two kinds of innovations. The first one reflects the demand to develop a clear detailed strategic document describing eparticipation targets, prospects and orientations. The second one is connected with the development of a monitoring system for e-participation evaluation adequate for the Russian context.
