In order to promote the development of the mimic defense technology, the Cybersecurity Bureau of the MIIT (Ministry of Industry and Information Technology) issued a Notice on Launching a Pilot Program on Mimic Defense Technology (hereinafter referred to as the Notice) on October 13, 2017. Under the Notice, the Henan Communications Administration (HCA) was required to (1) organize and guide China Unicom Henan Branch (hereinafter referred to as CUHB) and Giant Technology Co., Ltd. (hereinafter referred to as Gianet) to deploy mimic-structured domain name servers, mimic-structured web servers, and mimic-structured routers in their current networks; (2) assist CUHB and Gianet in their cooperation with the cyber mimic defense (CMD) research team to study and develop a plan for the pilot work; and (3) prepare a summary report of the pilot program based on the evaluation of the effectiveness of CMD in enhancing the security of existing networks and defending against unknown cyber attacks. From January 2018 onwards, the abovementioned devices have been put into application successively across some SOEs, such as the ICBC and the SGCC, for demonstration purposes, and selected as the serial target facilities in the First “Qiangwang” International Elite Challenge on Cyber Mimic Defense held in Nanjing, China.
