Abstract

Introduction. In this article, the authors consider the relationship between economic crises and the process of disaggregation, that is, the division into smaller parts, of the country’s enterprises. At the same time, crises are different in their structure and location. Materials and methods. The article examines and compares the recent economic crises that affected Russia in 2008 and 2014. The first is of a world nature, and the second is more localized. And also the article presents the positions of various authors on the role of small and medium-sized businesses in the development of the economies of countries and overcoming the crisis. The following methods are used in the study: observations, comparisons, abstractions, statistical methods, analysis. Results. Policy of supporting small and medium-sized enterprises is overcoming and stabilizing the country’s economy. As a result, in Russia, there is a disaggregation of existing enterprises. The main reason for this disaggregation is seen in the instability of economies, which is better overcome by small business entities. Also, the dynamics to the buildup of enterprises of this particular segment stimulates the economy to development, to the growth of healthy competition, to the efficiency of production. Relying on the statistics of the developed countries of the European Union and the United States, one can say that the subjects of small and medium-sized business are the basis of their economies. However, in Russia for several years the share of this segment remains approximately at the same level. Discussion. The article contains the opinions of various authors. Russian: Bykova N.N., Shirokova A.V. and a number of others. And also foreign: R. Zekhauser, David Birch, K. Edmiston, C. Amadeo, et al. Their positions on the development of economic crises, and the presence and role of small business in the economies of countries are compared. Conclusion. The article identifies the reasons for stagnation in the development of small and medium-sized businesses and the opportunities to overcome this threshold.
