Law 11/2007, of June 22nd, of electronic access of the citizens to the Public Services regulates the creation OF communication channelS between the administration and the citizens. This is the starting point for an e-Government project. In this article we explore the key paradigm shifts in a records management system implementation, that has forced the redefinition of the concepts, techniques and processes. Local governments should be able to use different and creative methods to run efficiently and economically and get the most modernization programs always with two key objectives: efficiency and transparency. The central core of their policies are the electronic records management.
