The Indonesian government has designed the concept of sea toll development for support the national logistics system connectivity. The concepts contained in the core RPJMN Bappenas 2015-2019, that is an effective marine connectivity in the form of their ships and sail regularly scheduled from west to east Indonesia. This effort is expected to make an efficient goods distribution system. The concept of sea toll can be implemented optimally by the government if government determining the best shipping service from one port to another port. This matter can be something very important in order to improve shipping safety and also effectiveness of shipping. The aim of this research to get the best shipping service from one port to another port in order to support sea toll program of the Republic of Indonesia. The concept of best shipping is built by two factors, that is short route and safe route in terms of navigation shipping so the shipping can be efficient. Scope of this research is focused on determining the best shipping route from the Port of Belawan to the Port of Tanjung Priok. This study is analyzing the existing shipping route issued by the Department of Hydrology and Oceanography, Indonesian Navy with an alternative shipping route. The parameters used are the type of boat used for marine highway program (the pioneer ship 2000 GT), the shortest shipping routes and shipping navigation safety. This research showed that existing shipping routes is not the best shipping service. That is because the shipping route issued by the Department of Hydrology and Oceanography, Indonesian Navy did not refer specification vessels passing through the shipping route. Recommendations for further research is added hydro-oceanographic parameters along the route of his voyage. In addition, it is expected to further research could be done regarding the determination of these shipping by using the specification above 2000 GT along with the higher needs of the vessel to support the Indonesian sea toll program.
