Abstract

Measuring the effectiveness of information systems (IS) is an issue that has generated a great deal of debate among academics and practitioners and has been the subject of much research. The aim of this research is to define an effective EWIS, to identify and rank its characteristics, and to evaluate it against these characteristics. This research also provides guidance to those setting up new early warning information systems and to those managing and reviewing current systems.
