The Fractional Quantum Hall effect provides a unique example of a quantum system with fractional quantum numbers. We review the tunneling experiments which have brought into evidence the fractionally charged excitations, the fractional occupation of the quantum states and the non-linear quantum transport related to the chiral Luttinger liquids properties.
