Transnational Public Private Partnerships (PPP) are a new type of governance mechanism and an important tool of development cooperation. This article explores their effectiveness. Under which conditions do they produce output, outcome, and impact? We analyze selected transnational PPPs in areas of limited statehood where they try to raise standards of health and nutrition/food. Drawing on insights from evaluation studies, we develop a heuristic of PPP effectiveness. By comparing four PPPs with different degrees of success, we find that structural factors (e. g. clear-cut objectives, resources), process management (e. g. participation and evaluation), and capacity building (e. g. transfer of material and immaterial resources) are crucial for the effectiveness of PPP.
