Abstract

The University of the Arctic is a significant non-state actor within the circumpolar region. Overall, the potential for the UArctic to act regionally in the role of an international non-state actor, is affected by the particular structure of its curricular and thematic networks. Yet is is nonetheless in alignment with broader goals of intergovernmental cooperation among Arctic states. Consistent with broader trends in interregional cooperation, the UArctic works through non-state actors, specifically the numerous post-secondary institutions that serve the region worldwide. It facilitates mobility and connectivity within the circumpolar region through many innovative initiatives targeted towards specific goals and objectives. Connectivity is organized at different scales and towards different ends. Its agency as a project connecting people and places within the circumpolar region to broader opportunities for knowledge production and dissemination has grown significantly since its founding over two decades ago.
