An application's conceptual model is the "mental map" that the designers employ to present information logically. A hallmark of usable design is when both the designer's conceptual model and the end users' conceptual models are in alignment. In this paper, we present the User and Usage Constraints in Information Systems Development as applicable to University. A special case study of Lagos State University Information Systems development is considered. © 2012 Springer-Verlag.
