Abstract

Access to information is a new human right. As for the value and practice, the transparency of public administrations brings benefits to democracy and development. The methodology of Infoparticipa, designed and applied in Spain to evaluate and drive improvements, has been conceived as a civic audit. Since the implementation in Ecuador, which required adjustments to its administrative structure and legislation, the model is now being considered for the Ibe-ro-American area.
