Özel Dershanelerden Özel Okullara Dönüşüm Projesi

Abstract

ÖZET Türkiye'de dershanelerin kapatılarak özel okullara dönüştürülmesine ilişkin yasal düzenleme, dershane yöneticileri, dershane öğretmenleri, veliler, öğrenciler ve özel okullar başta olmak üzere tüm eğitim çevrelerini etkilemiş, pek çok eğitim girişimcisini, özellikle de dershane sahiplerini ve yöneticilerini alternatif eğitim modelleri arayışına sevk etmiştir. Söz konusu süreç içerisinde bakanlığa sayısız model teklifi sunulmuş ve düzenlemenin hayata geçirilmesini mümkün kılacak uygulamalar hakkında pek çok platformda tartışılmıştır. Bu araştırma ise konuya ilişkin nitel bir çalışma olup söz konusu dönüşüm projesinin güçlü ve zayıf yönlerini, sunduğu fırsatları ve neden olabileceği tehditleri ortaya koyabilmeyi amaçlamaktadır. Araştırmanın verileri toplam 13 katılımcı ile yapılan bire-bir görüşmeler ile toplanmıştır. Katılımcılar üç farklı dershaneden seçilen birer yönetici, birer öğretmen ve birer öğrenci ile bir özel ve bir devlet okulundan seçilen birer yönetici ve öğretmenden oluşmaktadır. Araştırma verileri içerik analizi yöntemiyle incelenmiştir ve dönüşüm projesini destekleyen ve desteklemeyen temel savlar açıklayıcı alıntılar eşliğinde verilmiştir. Araştırma bulguları, projenin zamanlamasına ve tartışmalı sebep-sonuç ilişkilerine dikkat çekerek, projeyi destekleyen beş, desteklemeyen altı temel sav ortaya koymuştur. Anahtar Kelimeler: Özel dershane, özel okul, dönüşüm projesi, gölge eğitim TRANSFORMATION OF SUPPLEMENTARY EDUCATION CENTERS TO PRIVATE SCHOOLS ABSTRACT The Turkish government's plans to phase out the country's supplementary education centres (SECs) by transforming this centres into private schools affected many stakeholders including students, parents, the owners, managers and teachers of these SECs, public and private schools and many entrepreneurs in the education sector and led to the search of new educational models. Many proposals are offered to the government by the owners and leaders of these SECs, and the pros and cons of this transformation are discussed in many platforms. This study is a qualitative research and aims to identify the strengths and weaknesses of this transformation project and to reveal the possible threats and opportunities presented by it.
