Abstract

During the second left-wing administration in Uruguay (2005- 2010), there has been a drive towards extending and rethinking the social protection network. This is taking place in a context that is conducive to the incorporation of innovative social policies as the country goes through a period of sustained economic growth and has the historical legacy of an institutionalized template of social policies. This article analyses the structural foundations and strategic efforts of the feminist agency as they relate to the development of arguments that led to the recognition and creation of a new right, the right to provide and receive care. Once the issue has been put on the public agenda, the analysis will focus on the complex ongoing process involving various stakeholders and conflicting interpretation frameworks.
