Priority of Intellectual Resources for Development of Digital Entrepreneurship

Abstract

Purpose: The purpose of the article is to develop an algorithm of development of a digital company on the basis of intellectual resources, which emphasizes their priority and reflects the logic of their usage. Design/methodology/approach: The empirical part of the research is connected to studying the experience of modern Russia in using intellectual resources in the activities of digital entrepreneurship. For this, the structural analysis, analysis of variation, and correlation analysis are used. The sectorial structure of digital entrepreneurship in Russia (determined according to the criterion of using the Internet for purchases and sales) in 2018 is determined. Findings: As a result of logical analysis of the modern Russian practice of using intellectual resources in entrepreneurship, the authors determine an “institutional trap” – innovations and automatization are performed in Russian entrepreneurship for obtaining state support. In a lot of cases, intellectual resources are not in high demand in entrepreneurship, and thus they are used formally for bringing the indicators of economic activities of a company in accordance with the state’s requirements. That’s why instead of acceleration, state stimulation of using intellectual resources leads to restraint of development of digital entrepreneurship in Russia. Overcoming this “institutional trap” envisages adoption of a new strategy of state stimulation of development of digital entrepreneurship, which has to be oriented not at setting of plans and financial support (direct stimulation) but at creation of market stimuli for usage of intellectual resources in the interests of increase of competitiveness of entrepreneurship (indirect stimulation). Originality/value: An algorithm of development of a digital company on the basis of intellectual resources is developed – it reflects the perspectives of improving the management of its internal processes and allows using its possibilities, solving its current problems, and using the potential of its innovative development of and automatization.
