Abstract

Due to the cost and technical difficulties, the crews on a ship where they cannot communicate with the land-based families, friends or associates often encounter a number of difficulties in adapting themselves to the outside rapid social change as they are being left out of the ICT-available environment. Thus, in this paper, we’ve implemented and proposed a Shipboard Secret Ballot System that supports on-board electronic secret voting while ensuring the publicness to let the crews to exercise their rights based on the information acquired from the outside world, and to let them have a sense of belonging.
