Abstract

The role of parliament is cardinal in democratic governance, and this importance should be viewed within the context of the need for separation of powers for the full realization of democracy. For a country like Zambia, this is even more imperative considering that the country emerged from a relatively authoritarian one-party system in which the functioning of the various arms of the state was obscured by the extensive powers of the party and the president.
