Abstract

There is a compelling case for regional integration in Africa as the right strategy for developing its crippled infrastructure, accelerating industrialization, and boosting further integration into the world economy. Despite the much acclaimed rhetoric of an ``Africa rising,'' the number of poor individuals on the continent is increasing, and inclusive growth and structural transformation remain elusive.1
