This paper built a common performance appraisal system that based on comprehensive research of scholars at home and abroad to public service units performance appraisal, including assessment indicator framework, weight-variable of organizations performance appraisal. The weight-variable model of public service units performance appraisal can evaluate the result quality, help to reward the excellent and publish the inferior and overcome the disjoint between performance and strategy. © 2012 Springer-Verlag GmbH.
