To select the excellent managers in enterprises and public institutions, this paper designs the competence model and the selection process of excellent managers. To raise selection quality, a new portfolio of decision model has been developed in formal decision and explains the combining use of G 1 weighting, many Vague target decision based on the grey relation and ideal point method.
