Abstract

With the beginning of the "SHI Modernisation Act" the statutory health insurance organizations were recommended to offer a family doctor-centred health care for their insured person. Therefore, it seems important to evaluate the change in quality of care. An evaluation should consider different aspects of quality of care, structure, process and outcome. Furthermore, the perspective of physician, patient and health insurance should be essential elements of evaluation concepts.
