The globalization and neoliberalization of the economy have altered urban spaces and its governance. New models of sustainable governance base on active participation and social networks to the design and uses of public spaces. This happens in the studied case of Pinacoteca a Cel Obert. This is a project promoted in Barcelona (Spain) from the public administration, with the collaboration of the economic fabric and the citizenship participation. With the artistic intervention of 24 comercial shutters, there are various objectives reached, where it is highlighted the involvement and joint responsability in destination management with a network governance and horizontal work that guarantees sustainability, consensus, and acceptation of the implemented actions.
