Basic schooling for universal lifelong learning: Renegotiating the policy agenda

Abstract

A core element of the UNESCO affirmation of universal human rights more than half a century ago was access to and effective participation in basic schooling. It has yet to be achieved globally. Even in the most advanced democracies, there are still children whose participation and achievement in schooling do not meet the minimum requirements for personal fulfilment and active citizenship. Broader, more inclusive social and economic strategies will be required to ensure that the right to education becomes a practical, universal reality, not only in childhood and youth but over the whole life span.
