Abstract

Planning in Argentina is carried out by the 22 provinces and their respective municipalities. The constitution however gives land owners powerful rights over plans which affect their land values, and compensation is often payable. Conversely the general public have few rights of participation in the planning process. The result has been a rather uncoordinated set of developments which when added to illegal developments has led to inefficient and uncoordinated patterns of urban sprawl, mostly in Buenos Aires with its 22 municipalities. -A.Gilg
