Abstract

This article describes the development of a strategy to promote inclusion in virtual learning environments in higher education. The strategy is an adaptation of the "Index for Inclusion, " an instrument widely used in schools. We have adopted the form of a guide, which can be used to foster dialog between the teaching and management teams to reflect on ways to create inclusive cultures, produce inclusive policies, and develop inclusive practices. The document explains the process of validating the guide implemented by ten experts from Manchester University, using the Delphi technique. In summary, we describe how the qualitative and quantitative information provided by the experts helped to improve the last version of the guide. This process underscores the need to incorporate such a strategy in the development of e-learning environments in higher education.
