Abstract

This paper analyzes the technology transfer policy of the agricultural sector in Colombia. For this purpose, we chose the following variables from the National Agricultural Census (2014): multidimensional index of poverty, illiteracy and the Direct Rural Technical Assistance Service (SATDR). Subsequently, we calculated the Moran index to identify any potential spatial dependence among the variables and conducted a descriptive analysis of these, verifying the normality assumptions. Finally, in order to measure the degree of association between the variables, we computed the Kendall coefficient. We found that the SATDR variables, multidimensional poverty index, and illiteracy exhibit spatial dependence, as well as low association levels between the SATDR and the other variables. We conclude that technology transfer policies in the agricultural sector are not articulated with their objectives and, since they have a spatial effect, these policies must be applied throughout the territory.
