Abstract

The New Urban Agenda adopted by the United Nations in the HABITAT-III Conference in 2016 assigns to local governments an important role in the implementation of their principles and goals. In the case of Angola, notwithstanding the fact that the country had been engaged in the preparation of this global urban agenda, local self-government has not been implemented yet. The chapter examines the engagement of the Angolan government in the formulation of the New Urban Agenda adopted in 2016 in the HABITAT-III Conference, discusses the reform of the local government announced in 2018, and explores the need to localize the SDG11 and the principles and goals of the New Urban Agenda.
