SIKLUS POLITIK ANGGARAN DI KABUPATEN PONOROGO (Studi Kasus Dana Hibah dan Bantuan Sosial APBD 2013)

Abstract

Public debate regarding the size of the budget allocation hiba and social assistance on the local budget ponorogo 2013, allegedly associated with in the interests of the elite political kontestasi year 2014. Data were collected from documents, observations and interview, and discussion focused with informants who set in purposive, especially of elements tapd, the satker related, and limbs councils budget.Data analysis to technique komparasi model interactive concluded that budget allocation grants and social assistance in regional budget (APBD) ponorogo 2013, relating to kontestasi political general election in 2014.Consideration budget allocation more on the discretionary power executive and regional legislative.The management of funds hiba and social assistance covered the various forms of deception due to the lack of the management of the budget.Modusnya for the provision of assistance without filing, exceeding allocation, cutting assistance, the absence of accountability, and proposals or assistance fictitious.This was due to the political corruption, namely ekspliotasi politically by executive and regional legislative in an effort to gain advantage particular political.As a result management hiba budget and social assistance, far from the principles of transparency and accountability required by regulations perundangan-udangan prevailing.
