Abstract

Information and communication and digital technologies have been rapidly developing in recent years. They are the basis for innovative development, productivity growth, competitiveness and a prerequisite for improving people’s living standards changing their quality. The authors identified the main directions and indicators for the development of the digital economy. To determine the level of development of the digital economy in Russia, a comparative analysis of international indices was carried out, reflecting the development of information and telecommunications, computer and digital technologies. It was noted that as information-computer and telecommunication technologies develop, an increasing number of citizens master digital competencies, but the level of development of the digital economy in Russia is lower than in developed countries. The rapid development of information and telecommunication technologies, the creation of new institutions of the digital economy require appropriate macroeconomic conditions and a regulatory mechanism encouraging the development of ICTs and eliminating obstacles in the course of development. The authors studied the mechanism of state planning, based on a comparison of planned and actual growth indicators, and evaluated the performance of the state program.
